I should also mention this. When I performed "Check all modules" in "Modules operations", it found the following modules:
0A - Head Map
0B - Flash DIR
0D - Firmware Version
20 - SMART & Log Current
30 - RPDList/Òöàíñëÿòîö SA (not exactly named like this because I can't tell the exact accented characters used)
47 - Adaptives Service Area
4F - SA servo adaptives
So at this point, could there be a way to create the ROM modules from these SA modules?

Потом загрузить оверлеи донора в память.
Загрузить Дир с донора в память.
Проверить читаемость родных модулей.
Проверить головки.
Если есть не читающие головы заместить их на читающие головы в памяти.

You don't have SA modules
0A,0B,0D,20,30,47,4F all of them, are ROM modules
Ah! Then in this case, can rebuilding the SA modules from these ROM modules be possible instead? I remember reading this article that it's possible to use ROM modules to rebuild the ATA Overlay modules instead of rebuilding ROM from SA modules though that article is with HD Doctor which I don't have access to. I do wonder if that's can work with WDMarvel and if so, how?

Restart drive
Try to read Modules
If still SERVO_ERROR_CODE_BASE_SvirActSync, then disable head 0 and enable head 1
Try to read modules on head 1
Test all heads in this way
If all heads gives SERVO_ERROR_CODE_BASE_SvirActSync, put drive in the trash, it is not repairable

In this case, how do I access the Head map editor to disable and enable the heads? I checked out "Heads" >> "Edit head map in ID0A". I can't find anything for testing each head. Did I look somewhere wrong?
Also, I'm trying what I can to recover data from the HDD by either rebuilding the ROM modules or rebuilding the ATA Overlay modules based on the article I shared. The HDD sounds like it has no problem spinning. The heads doesn't sound like it's stuck. If necessary, I might have to investigate the heads according to this YouTube tutorial.
